About

Zaradomjer is an independent, informational net-pay calculator for Montenegro — for anyone working there, weighing an offer, or trying to understand a payslip under the „Evropa sad" reform. It takes a gross monthly salary and shows the take-home net, the contributions and the progressive tax behind it, in plain language and without a sign-up. There is no login, no data collection, and no advertising.

What it does

The calculator turns a gross salary into net the way Montenegrin payroll actually works after the reform: two employee contributions — PIO (pension) and the unemployment contribution — are withheld, and the progressive income tax is applied to the full gross. It also shows the total employer cost as a separate figure, and lets you pick a municipality for the surtax — which sits in the employer cost and does not reduce your net. Alongside the calculator, the interior pages explain each part on its own: income tax, contributions, the minimum wage, and the „Evropa sad" reform that reshaped all of them.

How we get the numbers

Every rate and amount is meant to trace to a primary or authoritative source — the Personal Income Tax Law and the Law on Mandatory Social Insurance Contributions, the reform amendments published in the official gazette (Službeni list Crne Gore), and context figures from MONSTAT, the national statistics office. Where a value can be recomputed, it is: the build validator recomputes derived figures and refuses to ship a number that is unsourced, out of its effective period, or that does not add up. Nothing here is a rate a person simply typed in and hoped was right.

We are also honest about the edges. A few things could not be pinned down in a source we could check — the current-year ceiling on the pension contribution base, and the precise legal treatment of the municipal surtax — so those are modeled conservatively and flagged as open questions rather than stated as fact. The calculation of net excludes the surtax because that is what every live Montenegrin calculator does; the strict legal position is noted as a question for sign-off.

Values without our sign-off

The figures are transcribed from named primary sources. Two things limit them: a very recent change may not have reached these pages yet, and none of them has been confirmed by our reviewer of record — for a real tax, payroll or contractual decision the cited source or the Tax Administration is what counts.

Being useful and being right are not the same thing, and for a money question the second one is the job. A rate is signed off only when a human reviewer has verified it against its source, and none here has been. While that is true, the footer of every page carries a notice saying where the figures come from and that they have not been through this site’s own sign-off.

Who is behind it

Zaradomjer is a small independent project, not a government body, a bank, or a tax advisor, and it is not affiliated with any of the authorities named above. We do not claim any official credential — the calculator earns trust by showing its working and citing its sources, not by a badge. If you think a figure is wrong, tell us: the contact page explains how to send a correction with its source, and corrections are exactly what the review process is for.
