Salary contributions
An employee’s contributions in Montenegro come down to PIO (pension) and unemployment — the employee health contribution was abolished and is financed from the state budget. The employer bears a thin extra cost, and the employer PIO contribution was reduced to zero by the reform. The rates shown are those in force for 2026.

Social-security contributions in Montenegro are, after the „Evropa sad" reform, among the simplest in the region. Only two contributions fall on the employee, and the employee health contribution is abolished — financed from the state budget.
Employee-borne contributions
Two contributions are withheld from the employee’s gross, totalling 10,5%:

The employee health contribution was abolished (the „Evropa sad 1" reform, since January 2022) — it is not among the salary deductions.
What each contribution funds
These are not a "tax under another name" — each contribution funds a concrete entitlement:
- PIO (10%) — pension and disability insurance: your years of service and the basis for a future pension, as well as the right to a disability pension. This is the larger part of the employee’s contributions.
- Unemployment contribution (0,5%) — funds the cash benefit and support measures in the event you lose your job.
Health care remains, but for employees it is no longer funded by a deduction from pay — it is financed from the state budget. That is why you do not see a health contribution among the line items.
Employer-borne contributions
The employer bears a thin extra cost — 0,7% "on pay". The employer PIO contribution was reduced to zero by the reform, so the gap between gross and total employer cost is small:

The municipal surtax (prirez) on the income tax is also added to the employer cost and depends on the municipality. It is entirely employer-side and does not reduce your net. Some optional items (a union contribution, a chamber membership fee) are variable and not part of the core calculation — they are listed as context, not as rates that enter the result.
The base ceiling
A maximum monthly PIO base exists, but its indexed 2026 value is not published in a source we could check, so the calculation is modeled without an upper ceiling. Typical salaries are far below any plausible ceiling anyway; this remains an open question.
Sources and status
The rates come from the Law on Mandatory Social Insurance Contributions and the „Evropa sad 2" reform amendments. A very recent change may not have reached this page yet, and no figure has been through this site’s own review and sign-off. For a full calculation use the calculator.
